It's called "What Do You Mean" and off his "uplifting" new album.

Get ready, Beliebers: Justin Bieber is about to release his first new music in two years. Today he stopped by On Air With Ryan Seacrest to announce the lead single off his fourth album. It's out August 28 and titled "What You Mean"—as in "I mean, girls are just flip-floppy. They say something and they mean something else." While dating may still be a mystery to the pop superstar, he was able to land on a "fun, summery" sound for this new song with help from Atlanta-based, Grammy-winning songwriter Poo Bear (Usher, Chris Brown).

Bieber also says that his fourth album is inspired by "Where Are Ü Now," his Top 40 collaboration with Skrillex and Diplo as Jack Ü. “It’s really uplifting, clear, poppy, but cool,” he says. “The sounds are super expansive. Skrilex is a genius. He’s super futuristic and I just love his sound. So to be able to incorporate that sound with what I’m doing has been super cool because it’s new and fresh. I feel like no one has done it before. I’m very excited.” Bieber is working with Skrillex and Diplo again for the album, while Kanye West and Rick Rubin are co-producing.
